Wouldn't then publishing of RSS/Atom feeds be in violation of this as well?

Except, to assert fair use, you need to go to court. To go to court you need a lawyer. To get a lawyer, you need money. To keep a lawyer (or platoon thereof) for a protracted court fight, you need LOTS of money. Since most bloggers don't have the kind of money it takes to fight a protracted court fight, AP wins by fiat.
